Regulatory Reform (Fire Safety) Order 2005
Introduced rules for providing means of escape within buildings, an adequate standard level of fire precautions in all premises and for the provision of staff training including fire evacuation drills for all employees in the United Kingdom. Subsequent regulations now mean that all employers must carry out and record a fire risk assessment for their premises.
Fire precautions taken or required in buildings located in other European Community member countries differ widely and the rules governing fire safety have not yet been harmonised.
The rules governing fire safety are already complex and following the introduction of new regulations, they affect every business, no matter how small. Many local authority Fire Brigades no longer offer free goodwill advice, taking the view that the rules are set out in British Standards and Codes of Practice and are available to all. However, the rules are open to interpretation and the businessman finds that he must look elsewhere for guidelines and advice on meeting legal standards the cost effective way.
Every employer has to be an expert in many fields, in addition to running his own business, and it is difficult for him to keep up to date with the complex legal requirements for fire safety. For most business services a company turns to experts so that the accountant and solicitor become regular advisers and part of the company team.
Until recently there were no independent professional Fire Safety Consultants. The only advice came from Fire Brigades who are the very same authorities empowered to enforce compliance with the law.
